Upendra has written the story and screenplay for Topiwala and includes some of his trademark style of narration here.
He plays Basak a conman and thief whom the police led by Rangayana are desperate to catch. But he always manages to slip away. The police try all kinds of tactics including pretending to be criminals but he is able to always escape.
Meanwhile, there is a corrupt politician who has hidden away thousands of crores in a secret Swiss bank account. Before dying he tells a beggar the secret code to the account. The politician’s son in his desperation to get the money beats the beggar and he develops memory loss.
The rest of the movie is about trying to understand who the topiwala actually is, because everything is not as it appears to be.
